Zhongguancun Federation of Social Organizations

    Under the guidance and support of Beijing Municipal Science & Technology Commission, Administrative Commission of Zhongguancun Science Park and other government departments, Zhongguancun Federation of Social Organizations (Z-FSO), a  5A municipal-level NGO in Beijing, is self-organized by NGOs and private non-enterprise units in Zhongguancun Science Park. Z-FSO was awarded to Advanced Collective of Beijing Social Organization System by Beijing Municipal Civil Affairs Bureau and Beijing Municipal Human Resources and Social Security Bureau in 2017, and National Advanced Social Organization by Ministry of Civil Affairs of the People’s Republic of China in 2021. In 2022, Z-FSO was recommended to be granted Consultative Status with the Economic and Social Council of the United Nations. Focusing on the development planning and goals of constructing Beijing International Science & Technology Innovation Center and world-leading technology park in Zhongguancun Science Park, Z-FSO serves as bridge and link in politics, the leading role in business and the platform in service, rendering public services to technology-oriented NGOs in Beijing. The services help NGOs gather innovative elements to promote industrial development and enhance enterprise innovation.

    The members of Z-FSO consist of 170 NGOs in Zhongguancun Science Park and Beijing City, which provide services for more than 100 thousand enterprises. Among them, there are many famous large-scale and middle and small-sized enterprises, which cover a wide range of areas such as digital economy, artificial intelligence, health and medicine, the transformation of scientific and technological achievements, intellectual property protection and technology consulting.

    The business scope of Z-FSO includes organizing communication, seminar and consultation, establishment of mechanism for social organization, undertaking government commission, publication, carrying out international exchanges and cooperation, and personnel cultivation.

Furthermore, Z-FSO leads their members to standardize their construction with enhanced integrity and self-discipline, further communication and cooperation with increased service capabilities, and create public value. Z-FSO will keep promoting the construction and development of Beijing and Zhongguancun Science Park.

Personnel Introduction

Dai Jian – President of Z-FSO

Dai Jian, President of Zhongguancun Federation of Social Organizations, also serves as Vice President of the Beijing NGO Association for International Exchanges, Secretary-General of the Beijing-Tianjin-Hebei Entrepreneurs Union, President of the Beijing Collaborative Development Service Promotion Association, and Secretary of the First Joint Party Committee of Zhongguancun Social Associations.

He has been honored with awards including the "Individual Second-Class Prize in the 11th Beijing Technology Market Golden Bridge Award," "Outstanding Individual in the Beijing Social Organization System," "Capital Citizen Learning Star," and "Outstanding Party Member in Beijing's Social Sector."

As an expert member of the Expert Committee on Social Organization Construction and Management and a consulting expert for Beijing's Small and Medium Enterprise Services, he possesses extensive practical experience in areas such as innovative development of social organizations, innovation and entrepreneurship services, incubator development, and technology services.

Xie Wei – Secretary-General of Z-FSO

Xie Wei, Secretary-General of Zhongguancun Federation of Social Organizations, holds a Bachelor of Laws from the Central University of Finance and Economics and a Master of Engineering in Technology Transfer from the Beijing University of Technology.

She has been engaged with Zhongguancun social organizations since 2006, dedicating herself to long-term research and development in entrepreneurship and innovation within China’s social organizations and technology parks. She possesses extensive practical experience in social organization development, incubator establishment, and the technology services industry.
