Zhongguancun Federation of Social Organizations

    Under the guidance and support of Beijing Municipal Science & Technology Commission, Administrative Commission of Zhongguancun Science Park and other government departments, Zhongguancun Federation of Social Organizations (Z-FSO), a  5A municipal-level NGO in Beijing, is self-organized by NGOs and private non-enterprise units in Zhongguancun Science Park. Z-FSO was awarded to Advanced Collective of Beijing Social Organization System by Beijing Municipal Civil Affairs Bureau and Beijing Municipal Human Resources and Social Security Bureau in 2017, and National Advanced Social Organization by Ministry of Civil Affairs of the People’s Republic of China in 2021. In 2022, Z-FSO was recommended to be granted Consultative Status with the Economic and Social Council of the United Nations. Focusing on the development planning and goals of constructing Beijing International Science & Technology Innovation Center and world-leading technology park in Zhongguancun Science Park, Z-FSO serves as bridge and link in politics, the leading role in business and the platform in service, rendering public services to technology-oriented NGOs in Beijing. The services help NGOs gather innovative elements to promote industrial development and enhance enterprise innovation.

    The members of Z-FSO consist of 170 NGOs in Zhongguancun Science Park and Beijing City, which provide services for more than 100 thousand enterprises. Among them, there are many famous large-scale and middle and small-sized enterprises, which cover a wide range of areas such as digital economy, artificial intelligence, health and medicine, the transformation of scientific and technological achievements, intellectual property protection and technology consulting.

    The business scope of Z-FSO includes organizing communication, seminar and consultation, establishment of mechanism for social organization, undertaking government commission, publication, carrying out international exchanges and cooperation, and personnel cultivation.

Furthermore, Z-FSO leads their members to standardize their construction with enhanced integrity and self-discipline, further communication and cooperation with increased service capabilities, and create public value. Z-FSO will keep promoting the construction and development of Beijing and Zhongguancun Science Park.

Personnel Introduction

Hua Yang– President of Z-FSO

    Hua Yang, a 65-year-old ethnic Han from Shanghai, is President of Zhongguancun Federation of Social Organizations and Telecommunication Development Industry Alliance (TDIS). Mr. Hua Yang is a Chinese Communist Party member, professor-level senior engineer, and the State Council expert with special allowances.

    Formerly served as Senior Vice President of DT Mobile, Mr. Hua Yang currently acts as the member of Wireless and Mobile Communication Committee of China Institute of Communications, China IMT-2020 (5G) panel, National Major Special Project 03 panel, and National 6th Generation Mobile Communication (6G) technical panel, and the deputy leader of the National High-Tech Plan 863 (5G) panel. He has been awarded the Outstanding Contribution Award for the National Science and Technology Plan Implementation during the 11th Five-Year Plan, the Outstanding Contribution Award for the 20th Anniversary of Zhongguancun Science and Technology Park, the First Prize for National Science and Technology Progress in 2012 and the grand prize in 2016.

    Mr. Hua Yang is mainly engaged in mobile communication and Internet, and a participant and organizer for events of 3G, 4G, 5G technical standards and mobile communication industry. He is committed to promoting the research and industrialization of 6G technology, as well as the integration and development of new generation information technology (artificial intelligence, cloud computing, big data, blockchain, 5G, etc.) and vertical industries.

Jian Dai – Executive Vice President & Secretary-General of Z-FSO

As an expert in Expert Committee on Social Organization Construction and Management as well as Beijing medium-and-small-sized enterprise service consulting, Mr. Jian Dai has abundant practical experience in social organization innovation and development, innovation and entrepreneurship service, incubator construction and science and technology service industry. Mr. Jian Dai published the article “In ‘Internet+’ Era, Leverage the Leading Role of Social Organizations in Guiding Industry Self-discipline” in “Beijing Social Organization”, co-authored “Report of the Development of Social Organizations in Zhongguancun Science Park” and “Guidelines for the Development of Social Organizations in Zhongguancun Science Park”, and conducted the researches including “Research for Service Capability of Social Organizations in Zhongguancun Science Park” and “Research for the Application of Big Data of Social Organizations in Zhongguancun Science Park”.

Mr. Jian Dai currently serves as the secretary of the First United Party Committee of Zhongguancun Association, and frequently offered advices and suggestions for the development of social organizations and non-public enterprises in Beijing and Zhongguancun Science Park. In 2008, Mr. Jian Dai was awarded the Personal Second Prize of the 11^th Golden Bridge Award of Beijing Technical Market, and won the title of Advanced Individual of Beijing Association System in 2009. In 2014, Mr. Jian Dai was commended as “Capital Citizen Learning Star”, and “Outstanding Party Member in Social Field of Beijing” in 2018.
