This cooperation will fully leverage the complementary strengths of China and Europe in high-tech fields such as artificial intelligence, biotechnology, new energy, and information technology, establishing a long-term, stable, and pragmatic partnership. According to the memorandum, the two sides will collaborate across multiple dimensions, including cross-border technology exchange, deep integration of industry-academia-research, project implementation services, and enterprise internationalization development. This aims to promote efficient alignment of China-EU innovation resources and accelerate the transformation of scientific and technological achievements into tangible productive forces.

Zhongguancun Federation of Social Organizations stated that this partnership is an important step in implementing Zhongguancun's international open cooperation strategy. German "Hidden Champion" enterprises are renowned for their specialized technical expertise and strong industrial transformation capabilities. The collaboration will help Chinese enterprises deeply integrate with Europe's high-end manufacturing and innovation ecosystem, while also providing comprehensive support for German and European enterprises entering the Chinese market, achieving two-way empowerment and mutual benefit.

Yaozhen Wang, Director of Legal and China Affairs at Verband Deutscher Hidden Champions, pointed out that Zhongguancun, as a globally leading hub for sci-tech innovation, possesses abundant research resources, well-developed industrial support, and a vibrant entrepreneurial atmosphere. This cooperation will establish an efficient and sustainable exchange platform for German and Chinese enterprises, promoting deeper integration between more "Hidden Champion" enterprises and the Chinese market, and jointly addressing the challenges of global technological transformation and industrial restructuring.

Taking the signing in Berlin as a new starting point, both sides will continuously broaden cooperation areas and enrich the substance of collaboration. The Association will leverage Beijing’s rich resources in research institutions, technology enterprises, and financial institutions to establish a "Germany Cooperation Express" – providing Beijing's sci-tech innovation entities with one-stop professional services including German market demand insights, precise matchmaking with Hidden Champion enterprises, guidance for establishing joint laboratories, and investment, financing, legal, and tax support. This will assist more enterprises in entering Germany and expanding across Europe. Through more frequent exchanges, more practical projects, and closer talent interactions, the two sides will transform their cooperation "blueprint" into a tangible "reality," driving deep coupling of the China-Germany innovation ecosystems and co-creation of value.
