The development of the high-quality development demonstration area, including Beijing’s Tongzhou District and Three-Northern Counties, is the important support factor of promoting the development of Beijing Municipal Administrative Center, and accelerating the construction of Modern Capital Metropolitan Area.

Since 2019, Beijing Tongzhou-Hebei Langfang Three-Northern Counties Project Promotion and Negotiation Conference has been held 5 sessions annually. Over the past five years, it has facilitated the landing of many major projects, and the expansion of high-quality enterprises. And now it becomes the branded event and platform for regional cooperation, effectively driving the upgrading of industries and the improvement of public services in Three-Northern Counties.

On September 19, 2023, 2023 Beijing Tongzhou-Hebei Langfang Three-Northern Counties Project Promotion and Negotiation Conference was held in Langfang, with the theme of “Advancing Integration, Ascending Together”. It was jointly organized by Beijing-Tianjin-Hebei Coordinated Development Offices in Beijing, Tianjin and Hebei, Tongzhou District Government, and Langfang Municipal Government, and hosted by Zhongguancun Federation of Social Organizations and Beijing Collaborative Development Service Promotion Association. The aim was to continue building a platform for cooperation in accordance with the principles of “government guidance, market operation, and cooperative construction”, promote the integration of innovation chains, industrial chains, and supply chains, and support the development of the demonstration area of Tongzhou District and Three-Northern Counties.

Officials from the National Development and Reform Commission's Regional Economic Department, Collaborative Offices in Beijing and Hebei, Tongzhou District Government, and Langfang Municipal Government attended the event and delivered speeches. Officials from the Committee of Demonstration Zone of Green and Integrated Ecological Development of the Yangtze River Delta gave the keynote speech, sharing progress in the construction of Demonstration Zone of Green and Integrated Ecological Development of the Yangtze River Delta, with the institutional innovations, achievements, as well as advanced experiences and practices.

In the conference, a total of 50 cooperative projects were signed, with an approximate total investment intention of 42.681 billion Yuan. There are 31 industrial projects with an intended investment of 16.016 billion Yuan, 2 transportation projects with an intended investment of 15 billion Yuan, 12 public service projects with an intended investment of 10.465 billion Yuan, and 5 modern service industry projects with an intended investment of 1.2 billion yuan.

The signed projects exhibit three main characteristics, record-high investment, more high-tech industrial projects, and strong momentum in modern service industries.

In the next phase, Beijing and Hebei will comprehensively implement the responsibility, accelerate the development of Tongzhou District and Three-Northern Counties, with focus on transportation, industry, ecology, public services, and innovative governance mechanisms. The goal is to ensure the successful establishment of the model zone, with further support for the construction of Modern Capital Metropolitan Area. It will forge a shining example of regional collaborative development in the new era.
