On 15th August, the kick-off meeting for the preparation of “Bluebook for the Development Report of Specialized and New Enterprises in Beijing-Tianjin-Hebei (2023)”, jointly organized by China Center for Promotion of SME Development, China International Cooperation Association of Small and Medium Enterprises, Zhongguancun Federation of Social Organizations and Zhongguancun Growth Technology Enterprise Mutual Aid Promotion Association, was held at the Social Sciences Literature Press. More than 20 experts and scholars, including Zhou Hao, Director of Collaborative Comprehensive Office of Beijing-Tianjin-Hebei Cooperation Department of Beijing Municipal Party Committee and Government, Zhang Xiaohui, Chief Economist of National Small and Medium Enterprise Council and China International Cooperation Association of Small and Medium Enterprises, attended the meeting. Dai Jian, Executive Vice President and Secretary General of Zhongguancun Federation of Social Organizations, presided over the meeting.

Zhou Hao delivered his speech and pointed out the great significance for doing in-depth researches on specialized and new enterprises in Beijing-Tianjin-Hebei region. It is necessary to strengthen collaborative innovation and industrial cooperation in Beijing-Tianjin-Hebei industrial chain, which guides more enterprises to embark on the path of specialization, refinement, and innovation. It is essential to collaboratively create high-quality products. All functional departments should work closely with relevant departments in the three areas to produce high-quality researches. It is needed to put research results into practice, promote the formation of work ideas and specific measures for the coordinated development of Beijing-Tianjin-Hebei, and strengthen the collaborative gathering, virtuous cycle, and competitiveness of scientific and technological innovation elements in Beijing-Tianjin-Hebei area.

Zhang Xiaohui, Chief Economist of National Small & Medium Enterprises Council and China Association for International Cooperation in Small and Medium Enterprises, as the General Advisor of the Bluebook, provided a detailed introduction to the policy background with development status of “specialized and new enterprise”. Also, he pointed out that Beijing-Tianjin-Hebei region would be launched as a pilot area for the specialized, refined, and innovative series of events, which would cover areas including Yangtze River Delta, Pearl River Delta, and Yangtze River Economic Belt. The goal would be launching the development of specialized, refined, and new enterprises. Zhang Xiaohui stressed that regional international cooperation and development of the SCO, BRICS, RCEP and other countries should be viewed from a global perspective, with attention to the sustainability and the initiatives and progressiveness of Germany, Japan, Israel and other countries in the development of SMEs, which ensures the availability of data. And the work of the Bluebook would be supposed to strictly follow the writing standards.

Chen Jin, Director of the Technology Innovation Research Center, and Professor of the Department of Innovation, Entrepreneurship and Strategy of Tsinghua University, served as the editor in chief of the bluebook. He rendered the overall guidance on its writing, working division, and cooperation, and put forward opinions on data collection and framework system modification. He emphasized the timely submission in accordance with the requirements and norms of social science literature publication, which strived to produce a high-quality bluebook.

Yun Wei, President and Editor of the Economic and Management Branch of Social Sciences Academic Press, offered detailed introduction to the standards and suggestions for the bluebook writing, including the overall requirements on submission and repetition rate, and relevant suggestions for the timeline and external release of blue books. It laid solid foundation for the subsequent writing.

Zhang Ranjing, Secretary General of Zhongguancun Growth Technology Enterprise Mutual Aid Promotion Association, presented the preparation of “Beijing-Tianjin-Hebei Specialized and New Enterprise Development Report”, stating the value and innovation of the bluebook’s topic selection, with introduction of the catalog, research methods, data sources, as well as the preliminary preparation and planning vision. Zhu Shaoping, former Director of Finance and Economic Commission Bill Office of the National People’s Congress; Liu Jianjun, the Doctoral turor of Hunan University, and former Deputy Director and first-level inspector of Market Regulation Department of China Securities Regulatory Commission; He Jun, Director of Research Center for Small and Medium Enterprises of China Academy of Social Sciences; Xie Xuanli, Deputy Researcher of National School of Development of Peking University; Chen Chunhua, President of Shanghai Chuangzhi Organization Management Digital Technology Research Institute; Zhu Li, the assistant researcher of National School of Development of Peking University, attended the meeting. The main experts of the bluebook writing had a heated discussion online and offline around the outline.

The smooth convening of this kick-off meeting marks the official preparation stage of the “Beijing-Tianjin-Hebei Specialized and New Enterprise Development Report” (Bluebook). The report will better empower the development of specialized and new enterprises, provide policy reference for relevant government departments, and attract relevant industry experts to pay attention to these enterprise groups. Zhongguancun Federation of Social Organizations will continuously play a bridging role, inviting relevant experts and scholars, specialized and new enterprises, as well as service institutions to participate in the preparation, jointly building a specialized and new service platform, and focusing on promoting the growth and strength of specialized and new enterprises in Beijing-Tianjin-Hebei region.
